A STCW Certificate of Endorsement (COE) is issued by the maritime administration as official recognition of a Certificate of Competence (COC) issued by another flag state.
To obtain an endorsement under Panamanian Flag, applicants must submit the original national Certificate of Competence to the Panama Maritime Administration.
Panama only recognizes certificates issued by countries included in the IMO White List, with no restrictions.
