Official Competence Assessment for Deck and Engine Officers

The Panama Maritime Authority (PMA) delegates the activity of Assessment of Competence for officer upgrading to maritime training centers that are duly recognized and authorized by the PMA and fully compliant with all requirements to conduct these evaluations.

This assessment applies to foreign Deck and Engine Officers who already hold a Certificate of Competence (COC) issued by the Panama Maritime Authority and wish to upgrade their rank.

MTCC coordinates and supports the complete process in accordance with PMA regulations and STCW standards.

Purpose of the Assessment of Competence

The Assessment of Competence is designed to measure the professional level of competence of the applicant applying for an upgrade, based on:

  • Functions and duties to be performed on board
  • Operational tasks and responsibilities of the new rank
  • Minimum standards established by STCW 1978
  • Current and applicable national maritime standards
