The Panama Maritime Authority has issued updates to Merchant Marine Notice No. MMN-11-2024, concerning the pre-check process required for vessels seeking entry into the Panama Ship Registry.

What Is the Pre-Check Process?

The pre-check process involves a comprehensive risk assessment of the vessel, its owner, operator, and/or charterer prior to registration.

This evaluation ensures compliance with international standards related to:

  • Maritime safety
  • Environmental protection
  • Crew welfare
  • Operational performance

The objective is to promote transparency, best practices, and responsible fleet management within the Panama Registry.

New Age Restrictions

As part of ongoing fleet quality improvement measures aimed at reducing detention risks and strengthening operational standards, the Republic of Panama has introduced the following restrictions:

  • Oil tankers and bulk carriers over 15 years of age will not be accepted for registration.
  • Exceptions may apply for bulk carriers up to 20 years of age, subject to a satisfactory internal risk assessment.

Special Consideration for Oil Tankers

Oil tankers operating within the jurisdictional waters of the Republic of Panama may qualify for age-related waivers up to 25 years of age, provided they submit a valid Operating License issued by the Ports and Ancillary Industries General Directorate for existing companies.
